Request for proposals (RFP) for the technical assessment of industrial oxygen ASU plant for medical LOX production in Namibia

The Clinton Health Access Initiative (CHAI) is a sub-grantee of FHI360 on the Meeting Targets and Maintaining Epidemic Control (EpiC) project, a global five-year project funded by the U.S. Agency for International Development (USAID). EpiC receives COVID-19 funding to prevent, prepare for, respond to, and bolster health systems to address COVID-19 and reduce cases of re-emergence. Part of EpiC’s COVID-19 program is to provide high-quality medical oxygen systems, and FHI360 is the prime implementing partner for EpiC. One key aspect of the project’s focus is to bolster overall health systems and strengthen medical oxygen ecosystems, including improving access to liquid oxygen (LOX).

The funding presents an opportunity to implement market-shaping interventions that secure the supply of LOX at more affordable prices and foster a stronger and more sustainable oxygen market. This includes negotiating favorable supply agreements, increasing supply-side competition by engaging additional oxygen producers, establishing cost-effective transportation arrangements from large air separation units (ASUs), and strengthening ancillary infrastructure, including bulk storage tanks and cylinder filling stations.

The Role

We are seeking a skilled and experienced Engineer to undertake a short-term consulting role and provide recommendations for improving the purity levels of an oxygen Air Separation Unit (ASU) plant in Namibia. The successful candidate will play a crucial role in identifying, diagnosing, and providing technical recommendations to ensure the safe and efficient operation of the plant in Namibia. The role requires the individual to visit the site in Namibia in March 2024.
