April 13, 2021 – The Clinton Health Access Initiative (CHAI) warmly welcomes Mr. Luis Alberto Moreno to its board of directors. Mr. Moreno is the former President of the Inter-American Development Bank Group (IDB), which he led for 15 years, having been twice reelected in 2010 and 2015. Under Moreno’s leadership, the IDB Group — owned by 48 member countries — consolidated its role as the leading and principal source of long-term financing for Latin America and the Caribbean, while providing cutting-edge knowledge and technical advice for social, economic, and institutional development.

In addition to his expertise in commercial and sovereign finance, he brings considerable experience in climate change, gender and diversity equity, digital health innovation, as well as COVID-19 response, all of which are high-priorities for our organization,” said Dr. Iain Barton, CHAI CEO.
Mr. Moreno stated, “I am thrilled to join the CHAI family. Since its founding, CHAI has worked with governments to deliver quality healthcare to overlooked and underserved communities and populations with greatest need, while strengthening country health systems to ensure their sustainability. Similarly, I have led initiatives throughout my career to improve the socio-economic aspects of marginalized communities, including their health. I am excited to contribute to CHAI’s mission to save lives.”
About Luis Alberto Moreno
Mr. Moreno brings considerable experience from the Latin American and Caribbean region, including the countries where CHAI operates. During Mr. Moreno´s tenure at IDB, he led the approval of $4.4 billion in debt relief for Bolivia, Guyana, Haiti, Honduras, and Nicaragua, the most heavily indebted countries in the region; in 2016, the merging and expansion of the Group’s private sector operations under IDB Invest (a leading organization in private sector development), in 2017 the replenishment of IDB Lab (innovation lab of the IDB Group) with historic contributions from Latin American and Caribbean countries; and in 2019, the launch of a special grant facility to help countries integrate migrants into local communities and contribute to their development.
Mr. Moreno also led the IDB to become the first regional development bank to obtain EDGE certification, the leading global assessment standard for gender equality. The bank has since mainstreamed gender and diversity objectives into its public and private sector programs.
At the onset of the COVID-19 pandemic, Mr. Moreno led the IDB Group to rapidly pivot and support member countries’ response to the pandemic through the purchase of critical medical and sanitary equipment. Equally important, before his last day in office, the Bank had produced an unprecedented historical financial response (loans and disbursements) to assist Latin American and Caribbean countries.
