Elya Tagar

Elya Tagar is the Senior Director for HIV, TB and Health Financing at CHAI. He is responsible for developing strategy, raising funds and managing programmatic work and partnerships in these areas, in collaboration with CHAI’s country leadership. He recently moved to Melbourne, Australia, to support the development of CHAI’s work in the South East Asia regions through fund-raising and partnership development.

Mr. Tagar joined CHAI in 2007. He served as CHAI’s Country Director for the Democratic Republic of Congo, and Regional Director for francophone West Africa, where he managed CHAI’s HIV work. He managed the transition of CHAI’s pediatric and 2nd line procurement across 40 countries, including CHAI’s Global Fund Technical Assistance program, helping CHAI partner countries secure over $4 billion in funding for HIV, TB and Malaria. He moved to New York to start CHAI’s Health Financing program, where he led CHAI’s costing of 161 health facilities across 5 countries. This work showed that the incremental costs of Anti-retroviral treatment (ART) is far lower than previously assumed, contributing to the global move towards universal treatment of people living with HIV. Following the expansion of CHAI’s health financing work beyond HIV, he is now overseeing the development of this work towards more fundamental health sector reform, including support for countries that are develop domestic health insurance schemes.

Prior to joining CHAI Mr. Tagar worked for McKinsey and Company, focusing on the pharmaceutical sector. He received his Masters of International Affairs from Columbia University in New York, and a Bachelor of Arts (Honors) in Geography and Environmental Science from Monash University in Australia.
