Overview
The Clinton Health Access Initiative, Inc. (CHAI) is facilitating an increase in the supply of medical oxygen in Malawi. CHAI is a sub-grantee of FHI360 on the Meeting Targets and Maintaining Epidemic Control (EpiC) project, a global eight-year project funded by the U.S. Agency for International Development (USAID). In Malawi, EpiC is supporting the Ministry of Health (MoH) Malawi in introducing and scaling up access to medical liquid oxygen (mLOX) in the public health sector.
CHAI invites interested and capable vendors to submit bids for the supply, delivery, and transfer of mLOX to bulk storage tanks installed at five (5) hospitals: Kamuzu Central, Mzimba South District, Salima District, Mulanje District, and Ntcheu District Hospitals in Malawi. mLOX delivery will be for an initial contract period of 12 months at each site, although the actual start date for mLOX deliveries may vary between the five facilities. When preparing your submission, please use the technical specifications and details attached in Annex B and the CHAI code of conduct and ethics for suppliers in Annex C for guidance.
Request for Suppliers
Five (5) health facilities will require regular delivery of mLOX for an initial period of twelve (12) months. Suppliers are invited to submit bids for delivery of mLOX to all five (5) health facilities. Demand estimates are preliminary and indicative and may be refined. We strongly encourage suppliers to respond with different price points (per ton) reflecting different demand levels, and associated price-volume breakpoints.

When preparing your submission, please download and complete Annex A and B and follow the CHAI code of conduct and ethics for suppliers in Annex C.
Any queries or clarifications on the ITB should be submitted via email to malawiprocurement@clintonhealthaccess.org, quoting ITB/CHAIMW/mLOX/001 in the subject line, by May 7, 2024. Responses will be issued via all ITB solicitation channels and email.
Bids must be submitted on or before 12 midnight GMT, May 21, 2024, via email to malawiprocurement@clintonhealthaccess.org, quoting Reference ITB/CHAIMW/mLOX/001 in the subject line. Should your submission exceed 2MB and cannot be sent by email, please request an upload link with the subject ‘Requesting upload link’ to malawiprocurement@clintonhealthaccess.org.
Bids submitted after the deadline will not be considered. Medical LOX (mLOX) supply and transport services will be assessed against CHAI’s quality policy and applicable local laws and regulations. Suppliers may be requested to submit additional information and/or participate in a site visit.
