Overview
The Clinton Health Access Initiative, Inc. (CHAI) is facilitating an increase in capacity to utilize medical oxygen in Eswatini. CHAI is a sub-grantee of FHI 360 on the Meeting Targets and Maintaining Epidemic Control (EpiC) project, a global eight-year project funded by the U.S. Agency for International Development (USAID). EpiC is supporting the Ministry of Health (MoH) Eswatini to introduce and scale up access to medical liquid oxygen in the public health sector.
CHAI seeks interested and capable vendors to submit proposals for the design, supply and installation of Oxygen Telemetry Systems in six (6) hospitals namely Piggs Peak Government Hospital (PPGH), Mankayane Government Hospital (MkGH), Good Shepherd Hospital (GSH), Manzini Government Hospital (MzGH), Raleigh Fitkin Memorial Hospital (RFM) and Mbabane Government Hospital (MGH). When preparing your bid, please refer to the technical specifications and details attached as Annex A and B, and CHAI code of conduct and ethics for suppliers in Annex C.
Request for Suppliers
Six (6) health facilities will require reliable monitoring of VIE Medical Liquid Oxygen Tank parameters (Tank Pressure and Liquid Oxygen Level), Medical Gas Piping System – Oxygen parameters (Flowrate, Pressure, Purity/Concentration) all accessible remotely on a web dashboard and a local display. Suppliers are invited to submit bids for supply and installation of the Oxygen Telemetry system in all Six (6) health facilities. In addition to the telemetry systems, the vendors are requested to quote for the supply of six (6) by 10” Android OS Tablets for web dashboard access.
We strongly encourage suppliers to respond with different price points reflecting different instrumentation and digital system designs as per the given technical specifications.
Submissions
When preparing your submission, please download and complete Annex A and B, and use the CHAI code of conduct and ethics for suppliers in Annex C for guidance. Mandatory site visits will be conducted between the 29 and 30 October 2024. A site visit report will be required as part of the bid submission. Any queries or clarifications on the RFP should be submitted via the email eswatiniprocurement@clintonhealthaccess.org, quoting OxyTel/ESW/1024 in the subject line, by October 30, 2024. Written responses will be issued through email.
Bids must be submitted on or before November 15, 2024, 5:00 PM SAST via email to eswatiniprocurement@clintonhealthaccess.org, quoting OxyTel/ESW/1024 in the subject line. Should your submission exceed 2MB and cannot be sent by email, please request an upload link with the subject ‘Requesting upload link’ to eswatiniprocurement@clintonhealthaccess.org.
Bids submitted after the deadline will not be considered. The Telemetry System designs, and Installation Plans will be assessed against CHAI’s quality, Regional and International Biomedical Engineering applicable codes and standards.
