Overview
The Government of the Kingdom of Eswatini through the Ministry of Health (MOH) is in the process of improving the medical oxygen supply in the country as part of its efforts to strengthen hypoxemia management. Currently, the country has installed liquid oxygen storage tanks of varied sizes at selected high oxygen-consuming and high patient-volume facilities.
The Ministry of Health through the Clinton Health Access Initiative, Inc. (CHAI) is facilitating an increase in capacity to utilize medical oxygen in Eswatini. CHAI is supporting intensified efforts at both global, regional and country levels to plan, resource, and implement effective interventions for scaling-up access to uninterrupted medical oxygen in all health facilities.
CHAI is a sub-grantee of FHI 360 on the Meeting Targets and Maintaining Epidemic Control (EpiC) project, a global eight-year project funded by the U.S. Agency for International Development (USAID). Since 2022, EpiC has been supporting MOH to introduce and scale up access to medical oxygen in the public health sector.
CHAI seeks interested and capable vendors to submit bids for the supply and delivery of medical liquid oxygen (mLOX) to Vacuum Insulated Evaporator (VIE) tanks at six (6) health facilities namely Piggs Peak Government Hospital (PPGH), Mankayane Government Hospital (MkGH), Good Shepherd Catholic Hospital (GCSH), Manzini Government Hospital (MzGH), Raleigh Fitkin Memorial Hospital (RFMH), and The Luke Commission (TLC). mLOX delivery will be for an initial contract period of twenty (20) months at each site.
Submissions
When preparing your submission, please download and complete Annex A and Annex B, and be guided by the CHAI code of conduct and ethics for suppliers in Annex C.
Mandatory site visits will be conducted between August 12 – 14, 2024. A site visit report will be required as part of bid submission. In the event of substantial reasons barring prospective bidders from attending the sites visit on the scheduled dates, detailed written notification must be sent via email to eswatiniprocurement@clintonhealthaccess.org. Any queries or clarifications on the invitation to tender should be submitted via the email: eswatiniprocurement@clintonhealthaccess.org, quoting mLOX/ESW0724 in the subject line. Deadline for requesting clarification is by 12 midnight SAST on August 20, 2024. Written responses will be issued via email replies.
Bids must be submitted on or before 12 midnight SAST on August 27, 2024, via email, to eswatiniprocurement@clintonhealthaccess.org quoting mLOX/ESW0724 in the subject line. Should your submission exceed 2MB and cannot be sent by email, please send an email to request an upload link with the subject ‘Requesting upload link’ to eswatiniprocurement@clintonhealthaccess.org.
Bids submitted after the deadline will not be considered. Medical mLOX supply and transport services will be assessed against CHAI’s quality and applicable laws and regulations. Suppliers may be requested to submit additional information.
