The Clinton Health Access Initiative, Inc. (CHAI) is a sub-grantee of FHI360 on the Meeting Targets and Maintaining Epidemic Control (EpiC) project, a global eight-year project funded by the U.S. Agency for International Development (USAID). In Zambia, EpiC is supporting the Ministry of Health (MoH) to introduce and scale up access to medical liquid oxygen in the public health sector.
CHAI seeks interested and capable vendors to submit proposals for the supply and delivery of LOX to bulk tanks at Levy Mwanawasa Teaching Hospital and Livingstone Teaching Hospital. LOX delivery will be for an initial contract period of 12 months at each site; although, the actual start date for LOX deliveries may vary between the two facilities – with Levy starting first, followed by Livingstone. At the conclusion of this 12-month LOX supply agreement, we anticipate that additional public health facilities in Zambia will require LOX delivery. A future RFP will subsequently be published – soliciting LOX supply for all facilities, i.e., Levy and Livingstone, plus any new sites that will be ready for delivery.

Suppliers are asked to submit 2 proposals for supply of LOX, under two different scenarios: (i) LOX supply to Levy Hospital only, and (ii) LOX supply to both Levy and Livingstone Hospitals.

Submissions
When preparing your submission, please download and complete Annex A and B, and be guided by the CHAI code of conduct and ethics for suppliers in Annex C.
Mandatory site visits will be conducted between October 02 – 07, 2023. Any queries or clarifications on the RFP should be submitted via the email: Zambia-tenders@clintonhealthaccess.org, quoting RFP/CHAIZM/LOX/001 in the subject line, by October 11, 2023. Responses will be issued via all RFP solicitation channels, as well as through email.
Proposals must be submitted on or before October 18, 2023, via email, to Zambia-tenders@clintonhealthaccess.org quoting RFP/CHAIZM/LOX/001 in the subject line. Should your submission exceed 2MB and cannot be sent by email, please send an email to request an upload link with the subject ‘Requesting upload link’ to Zambia-tenders@clintonhealthaccess.org.
Proposals submitted after the deadline will not be considered. Medical LOX supply and transport services must be assessed against CHAI’s quality and procurement policy. Suppliers may be requested to submit additional information and/or participate in a site visit.
